What does Allah think of Atheists ?

Have you seen he who has taken as his god his [own] desire, and Allah has sent him astray due to knowledge and has set a seal upon his hearing and his heart and put over his vision a veil? So who will guide him after Allah ? Then will you not be reminded?
And they say, "There is not but our worldly life; we die and live, and nothing destroys us except time." And they have of that no knowledge; they are only assuming.
And when Our verses are recited to them as clear evidences, their argument is only that they say, "Bring [back] our forefathers, if you should be truthful." (45:23-25)

If you believe that God is everywhere, does that mean God is also in the same physical place the Devil is at ?

As God is presence at all place at all time.
God is present at physical place of the Devil, angels, human, etc many more

So if the Devil is in a state of apostasy and God is in the same location as the Devil ( since God is everywhere ) what is the conversation between God and the Devil and how do they spend their time interacting with  each other ?
