This verse does sound quite oppressive to me I was just rea ding
"Fight those who do not believe in Allah or in the Last Day and who do not consider unlawful what Allah and His Messenger have made unlawful and who do not adopt the religion of truth from those who were given the Scripture - [fight] until they give the jizyah willingly while they are humbled."
But many verses in the quran allow people to belive what they won't as long as they are not apostates and cause trouble.

Jizya, the tax is for nonbelievers, even we Muslims have a tax,Zakat infact.
our tax has an even worse punishment, drowning in melting hot Gold in the day of Judgement.

They may continue their religion by paying jizya, but definitely they would have no such authority as they had in their past, rather they would be under the rule of Muslims , because they had been severely tyrannical...
The tone of the verse is due to their extremely brutal behavior for the Muslims, just for they claimed their belief in the Unity of Allah....

O you who have believed, indeed the polytheists are unclean, so let them not approach al-Masjid al-Haram after this, their [final] year. And if you fear privation, Allah will enrich you from His bounty if He wills. Indeed, Allah is Knowing and Wise. 9:28

The verse was during the conquest of Makkah liberating the House of God from idols, and months later the polytheist requested help from Romans in order to recapture Makkah. Hence the need to defend the House of God by means of battle.
