Assalam alikum some say this is a contradiction because 7:43 says we won't have malice but 83:34 says we will jazzakallah

83:34 is simply implying that Believers will laugh at disbelievers when the Disbelievers realize the truth.

But you are laughing at someone because there wrong isn't that a form of malice isn't it possible that 7:43 means only to the believers in heaven but not to the disbelievers in he'll that would make sense because if Allah and the angles can get angry at them can't we jazzakallah that 7:43 means to the people in heaven while 83:34 means to the disbelievers because then that wouldn't be a contradiction jazzakallah

It isn't a contradiction, it isn't malice because if we laugh at a disbeliever in hell,it isn't malice since we aren't torturing him,an angel is.

Not really since Quran justifies this by saying "
"Indeed, those who committed crimes used to laugh at those who believed."(83:29)

And 7:43 doesn't say we cannot do Malice,if you consider it malice

"And We will have removed whatever is within their breasts of resentment, [while] flowing beneath them are rivers. And they will say, "Praise to Allah, who has guided us to this; and we would never have been guided if Allah had not guided us. Certainly the messengers of our Lord had come with the truth." And they will be called, "This is Paradise, which you have been made to inherit for what you used to do.""(7:43)

Does any part of the verse say we cannot laugh at anyone being tortured for their sins?

By the resentment it means sins, like anger, etc not hatred,Even if it was hatred,it was only towards people of the heaven.
