No, in these 2 verses it says that heaven and hell is not a law that happens by itself, it happens because Allah willed it so with His free will. If you notice, the same expression is used for those in heaven.
Here Allah Almighty is telling us what He will do in the future.
And He says "unless I will otherwise, I will never remove those in Paradise".
And he promises he won't.
In other words, "I can change this judgment if I want to, but those in Paradise will stay there forever because I freely willed that they should stay there."
By the way, paradise and hell are in the Hereafter Universe called the Floor of the Lord (Indallah). It exists even now and there are planets in that universe. The heaven and earth refer to that Hereafter Universe and the planets in it, of course, and they are eternal.
