A couple of Months ago
I asked Mr. Osama Abdullah (Quransearchcom)
About this verse and He answered me
and told me the correct tafsir of it :D
But I saw a Hadith that discusses this verse
It said that عده الصغيره
Adda of the young is 3 Months
Doesn't that Imply marrying Children is fine?
and also Many Old Islamic Scholars said its okay to marry children before Puberty
Many Islamic websites like Islamweb and Islam qa said that

“Amenorrhea means the absence of menstruating in a pre-menopausal woman. During pregnancy or breastfeeding amenorrhea is perfectly normal and is called physiologic amenorrhea. Abnormal or pathologic amenorrhea comes in two forms: primary and secondary. Primary amenorrhea is a term used if menstruation has not began by the age of 16. Secondary amenorrhea is a term used if previously normal menstrual period stop for more than 6 months in a woman who is not pregnant or breastfeeding and is not nearing menopause.”

Thus, as we have read from a scientific aspect, some women can and do experience situations where their menstrual cycles have stopped for a long period of time (in some cases well over 4 months).

The chapter is about divorcing wife

O Prophet, when you [Muslims] divorce women, divorce them for [the commencement of] their waiting period and keep count of the waiting period, and fear Allah , your Lord. Do not turn them out of their [husbands'] houses, nor should they [themselves] leave [during that period] unless they are committing a clear immorality. And those are the limits [set by] Allah . And whoever transgresses the limits of Allah has certainly wronged himself. You know not; perhaps Allah will bring about after that a [different] matter. 65:1

if the word women being addressed under chapter talaq/divorce also refers children girl, how can those children understand the concept of committing immorality.
