The Surah you quoted,One cannot be that dumb, Surah Al Ahzab is speaking about the liars in Madinah stirring hatred against Muslims to cause a war with them,back then it was a huge problem,Quraysh's missionaries were all over Arabia to intice people and make them cause war with Muslims,by hypocrites it meant Ex Muslims who used to leave Islam in the night to attack the Prophet SAW and informed the Quraysh of Muhammad SAW being in Medina,so such people had to be killed since they were trying to force Quraysh to kill Muslims.
